Open Education for Schools – Policy & Practice

Open Educational Resources (OER) are learning materials (including presentations, revision guides, lesson plans) that have been released under an open licence, so that anyone can use, share and build on them for free. Many openly licensed resources are available for schools to use and develop – but many schools are not familiar with open licensing and OER. These resources are designed to enable school authorities, districts, trusts, and individual schools get the most out of open education.  They have already been adopted and adapted by people working in a range of sectors – including further and higher education, and adult education.  They are released under Creative Commons Attribution 4.0 International licence, which means you are free to share and adapt the materials, as long as you provide appropriate credit. OER Policies – for authorities, districts, trusts, and individual schools

By default, the rights of work created in the line of employment are assigned to the employer, unless a specific agreement has been made. Leicester City Council is the first local authority in Europe to give blanket permission to employees at 84 community and voluntary controlled schools across the city to create open educational resources (OER), by sharing the learning materials they create under an open licence. This permission makes sharing resources simpler for everyone at these schools, and helps raise awareness of issues relating to intellectual property, including copyright and OER.

Giving permission for school employees to openly licensing digital resources incurs no additional cost to the employer or to the school, but provides a wide range of benefits. These include:

  • Supporting digital literacy – especially in relation to copyright education and practice, and working with and creating digital resources.
  • Making publicly funded works available for public benefit.
  • Communicating intent – supporting open licensing sends a clear, positive message in support of access to knowledge for all.
  • Capacity building – the creation and use of openly licensed resources can promote the development of connections and collaboration and the sharing of expertise across professional communities.
  • Strategic planning for the use of technology to support education – open licensing policies enable staff working across institutions to take advantage of the affordances of technology through collaborative working, without having to seek multiple permissions for single projects. For example, the production of e-text books that are produced, updated and shared by staff from multiple intuitions; the collaborative creation and management of online courses to support learners unable to attend schools physically, or to support differentiation, or to enhance on site learning.

G1OER Guidance for Schools

Leicester City Council  released a range of resources to support school staff digital literacy, and to help schools get the most out of open licensing and open educational resources.

The pack consists of four key guidance documents, and a range of supporting materials.

You can also download the guidance as a single, print ready version:

Alongside the four guidance documents, there are six supporting additional resources, which include workshop activities, and step-by-step walkthroughs to help staff find, use and make open educational resources.  You can download zip file packs containing all of the resources (the guidance plus supporting documents) here, in the version that suits you best:

  • OER Guidance for Schools Resource Pack (2015) – a zip file containing PDF documents. The documents are provided with graphic design, but, like all PDF, can’t be edited easily. These documents are great if you want to use or share the resources as they are.

If you are wanting to edit the documents, for example to create your own versions, you can download an editable version. These are provided in zip files containing Word and OpenDocument text documents. These versions are not as attractive as the PDF versions, and are provided without the graphic design. All text and images are included. These are best for editing.

Additionally, the supporting documents draw on a range of existing open educational resources and openly licensed information. These can be found online by following the links provided in the documents. For convenience (for example, if you want to run an OER workshop) they can also be downloaded in a zip file here:

All of the original resources provided are released under a Creative Commons Attribution 4.0 International licence (CC BY 4.0) so that they can be shared and adapted openly, as long as attribution is given. All other resources included are available under their respective licences.

City-wide school staff digital literacy network

DigiLit Network 6Just before Christmas 2015, we launched a call to secondary and special education schools across the city to participate in a new peer led network, designed to focus supporting school staff digital literacy and CPD. The network builds on the DigiLit Leicester project, which successfully established a process for identifying strengths and gaps in digital literacy, and improving skills and confidence school and city-wide.

ICT investment in Building Schools for the Future (BSF) programme has provided all city mainstream secondary and special education secondary schools in the city with world-class technology designed to support effective teaching and learning, connect communities and provide opportunities for teachers and learners to collaborate across the city and beyond. Over the last 5 years we have rebuilt and refurbished 19 schools, completing a programme which benefits over 20,000 young people.

Peer network leads will ensure that staff at all levels continue to be supported in improving skills and developing their practice. The new network represents 10 city schools:

Members will also be working with Leicester’s Open Schools Network, to ensure all schools take advantage of the city councils work in relation to open educational licensing and support for open practice.

Each school has selected a strand of the DigiLit Leicester framework to focus on during the lifetime of the project, and will be focusing on raising confidence and competence levels in this area. Schools were free to select their prefered area from the six framework strands –

  • Assessment and Feedback
  • Communication, Collaboration and Participation
  • Creating and Sharing
  • E-Safety and Online Identity
  • Finding, Evaluating and Organising
  • Technology supported Professional Development

Interestingly, all participating schools selected one of three strands: Assessment and Feedback, Communication, Collaboration and Participation, or Technology supported professional Development – giving us three working groups.

The work of the networkDigiLit Network 4

The Peer Network Leads will:

  • Work in partnership with the Open Schools Network, to ensure work completed compliments and supports the development, implementation and identification of good practice in open education.
  • Commit to developing their own specialist knowledge of the chosen digital literacy strand area, as well as complimentary knowledge relating to open education, open educational resources and open licences.
  • Support staff at their school in relation to the development of practice supported by the chosen digital literacy strand, ensuring progression amongst all staff but particularly in relation to staff currently working at Entry level.
  • Ensure that activities undertaken support the school improvement plan and in particular, learner outcomes and quality of teaching.
  • Be an active member of the DigiLit Leicester Network in Leicester – supporting other members, encouraging primary school participation, sharing approaches and ideas, and promoting your work and the work of the other network members.
  • Document and share practice and any high quality resources created in the context of the project under open licence, in line with Leicester City Council recommendations.

DigiLit Leicester – project roundup

What is DigiLit Leicester?

The award winning DigiLit Leicester project ran as collaboration between Leicester City Council’s Building Schools for the Future ProgrammeDe Montfort University and 23 of the city’s secondary mainstream and SEN schools, between 2012-2016. The project focused on supporting secondary school teaching and teaching support staff in developing their digital literacy knowledge, skills and practice, and their effective use of digital tools, environments and approaches in their work with learners.

The Digilit Leicester project was designed to ensure school staff and learners get the most out of any investment in technology being made within education, enabling schools to make best use of technology to meet their aspirations for transforming educational provision. It supported schools in making sure every learner can benefit from an education that is supported and enhanced by the use of technology to raise achievement and aspiration, connect communities and open opportunities.

In consultation with the partner schools, the project team created a Digital Literacy Framework, linking digital literacy competencies and priorities with secondary school practice. This framework was then used to build an online survey, designed to support staff in reflecting on their use of technology to support teaching and learning, and to provide schools and the Council with information to inform our planning and next steps. A summary of the initial phase of the project, including the content of the DigiLit Leicester framework and survey, can be found in the Initial Project Report.

The survey was first open between April and July 2013, during which time 450 members of teaching and teaching support staff participated. More information about this phase of the project, including the survey methodology and findings, can be found in the 2013 Survey Report.

Recommendations for areas of focus and activity were developed in line with the strengths and gaps indicated by the 2013 survey findings. These recommendations were used to drive and frame a range of opportunities for staff and schools. During this period, the DigiLit team led on six events and projects, and 21 school-led projects were undertaken. Defining a self-evaluation digital literacy framework for secondary educators: the DigiLit Leicester Project – Research in Learning Technology – April 2014

Despite the growing interest in digital literacy within educational policy, guidance for secondary educators in terms of how digital literacy translates into the classroom is lacking. As a result, many teachers feel ill-prepared to support their learners in using technology effectively. The DigiLit Leicester project created an infrastructure for holistic, integrated change, by supporting staff development in 15 the area of digital literacy for secondary school teachers and teaching support staff. The purpose of this article is to demonstrate how the critique of existing digital literacy frameworks enabled a self-evaluation framework for practitioners to be developed. Crucially, this framework enables a co-operative, partnership approach to be taken to pedagogic innovation. Moreover, it enables social and ethical issues 20 to underpin a focus on teacher-agency and radical collegiality inside the domain of digital literacy. Thus, the authors argue that the shared development framework constitutes a new model for implementing digital literacy aimed at transforming the provision of secondary education across a city.

DigiLit Leicester: Project Activities Report – May 2014

This version includes the four key guidance documents – Open education and the schools sector; Understanding open licensing; Finding and remixing openly licensed resources; and Openly licensing and sharing your resources. It also includes a very nice cover.

The OER Guidance for Schools was originally commissioned by Leicester City Council as part of the DigiLit Leicester project. In November 2014, the African Virtual University translated the OER Guidance into French and Portuguese, for use on their teacher educator programmes.

The original guidance can be accessed at http://schools.leicester.gov.uk/openeducation and is also available below, shared under open licence (CC-BY 4.0) for other educators to use and build on. All documents were updated in January 2015.

DigiLit Leicester Celebration Event

On Thursday 11 September, the DigiLit Leicester team hosted an event to showcase and celebrate the ambitious work carried out by the project team and participating schools over the last two years. The evening was a great opportunity for staff from schools and other organisations to be inspired by how Leicester BSF staff are making use of technology to enhance learning and school communities. The highlights video (above) captures some of the of impactful projects presented by Leicester school staff.

The evening began with an opening address from Cllr Vi Dempster (Assistant City Mayor for Children, Young People and Schools), and an introduction by Professor Richard Hall (DigiLit Leicester’s academic lead), which highlighted the importance of the two year project, which represents a new model for implementing digital literacy aimed at transforming the provision of secondary education across a city.

Following an overview of the 2014 Survey data, the team handed over to staff from a number of BSF ICT Innovation projects to showcase the innovative and effective ways that staff in Leicester schools have been using technology:

Bring Your Own Device Trial

Tony Tompkins – The City of Leicester College

Over the last year, The City of Leicester College have been carrying out the city’s first trial of a Bring Your Own Device (BYOD) model in the city, with a Year 8 (aged 12-13) tutor group of 23 students. The scheme involved the students using iPad minis in lessons and at home – working with staff to investigate the ways in which the device could add value to the learning experience.

Tony led the project and carried out considerable work on developing a device management model for the school, details of which can be found in his project reports. The emphasis of device use within the school has been around students leading the innovation, with the support of their teachers.

Siyabonga

Laura Iredale – Hamilton Community College

The Siyabonga project saw Leicester students use video conferencing to collaborate with children in Lamontville, South Africa. On March 8 2013 both groups of students took part in a live concert, involving performances from both sets of students.

The project really allowed Hamilton students to be part of something bigger than themselves, to gain an awareness of the struggles of others less fortunate than themselves and to think outside of the Leicester box!

Gearing Up to Mobile Learning

Peter Guthrie – Sir Jonathan North Community College

Staff at Sir Jonathan North worked on a project using iPads as a staff development tool, in order to integrate mobile technology into classroom practice. The project also included the involvement of Year 7 (aged 11-12) and Year 9 (aged 13-14) student groups, which were established to support students in developing their independent learning skills alongside their use of ICT.

The project enabled the school to provide training on the use of iPads to all of their staff, and to support individual staff members in engaging with self-directed exploration of the devices.

Improving Digital Literacy Continuing Professional Development

Martin Corbishley – Babington Community College

Babington’s project aimed to raise awareness of the web-based tools and services available for supporting teaching and learning. Martin achieved this through the delivery of a set of 11 workshops for school staff, covering a range of topics including; using twitter to extend the classroom and making use of online collaboration tools.

Martin felt that the course had benefited both the school as a whole and those that took part in developing their digital literacy. It opened peoples’ eyes to what is available and how the internet can be used to enhance how technology is used to deliver lessons. The school will also see further benefit because the digital champions who took part, will continue to share ideas and resources with their faculties.

Sera Shortland – Hamilton Community College

The college’s MP6 Political Speaking Competition is an annual event open to all learners aged between 11 and 16 across the city. The school used the funding to develop a website which will host young people’s speeches, and provide information about the current year’s competition and links to resources for students and staff.

The innovation project itself was only the beginning of this new phase of work for Sera, providing the training and support necessary to set up the MP6 website and make best use of the project’s new iPads for video creation. The project will now move into a new phase of content development for the site, which will be led by the students.

iPads as Alternative and Augmentative Communication Devices

Helen Robinson and Heather Woods – Nether Hall School

The majority of students at Nether Hall School have difficulties with speech and language, many requiring Alternative and Augmentative Communication (AAC) devices: systems which support individuals with speech impairments to communicate. The iPad project aimed to evaluate the use of iPads as a replacement for traditional AAC devices; using The Grid2 computer access software – thereby enabling greater access for their students.

The project has proven that a tablet device together with appropriate software, such as the iPad and Grid player app, can be an effective and affordable communication tool for pupils with communication challenges. The work has had a lasting effect on the pupils’ communication skills, showing that where pupils are empowered with this voice, they are motivated and engaged in learning. This goes on to build confidence and engender trust and respect between themselves and other pupils and adults.

iPad Orchestra

Ellen Croft – Ash Field Academy

The iPad Orchestra project focused on the use of musical apps and light systems to enable students with special educational needs to create a piece of music. The school worked with creative practitioners to design a scheme of work which culminated in a performance of the piece developed by the students. Explorations were also made into the use of visual representation of the music, to provide students with the opportunity to explore and create light sculptures.

The whole atmosphere around the project was that of celebration, achievement, fun and coolness. The creative practitioners were both supportive and challenging to the pupils, constantly pushing them to the next level. They managed to create something that the pupils could take ownership of and celebrate as their own achievement.
